Bank of Canada governor Stephen Poloz says low interest rates may become the “new normal” as Canadians have taken on so much debt that any rate spike could send shockwaves through the economy.
The head of the central bank told CBC’s The Current on Thursday that his team is researching a “neutral interest rate” policy, which typically means that policymakers neither stimulate nor restrain economic growth.
Such a policy would mark a departure from how the bank has done things for the past several decades.
“The new normal, as we see it, is probably one in which the interest rate … is probably going to be lower than what we thought in the past,” he said on Thursday’s show.
Vancouver City Council has approved Concord Pacific’s rezoning application to construct Arc Vancouver, a pair of market residential buildings that are linked together by three bridge.
The development site at 998 Expo Boulevard is located at the northwest end of the Cambie Street Bridge.
It will consist of 620 units over a pair of 28 and 30 storey buildings, including 2 and 5 storey podiums. A pedestrian plaza will extend underneath the Cambie Street Bridge and towards the company’s adjacent under construction One Pacific project.

West Vancouver is jumping into the coach house fray, allowing the backyard homes in the exclusive community.
The homes are now legal, and the district says the full program, including fees and application process, will roll out this fall. The first applications for coach houses will be accepted in November.
Director of planning, land development and permits for West Vancouver, Bob Sokol, says the change comes after extensive public input.
